On 30th January, the Parliamentary session approved its resolution on setting of the polling day of the State Great Hural election after the draft resolution has been discussed at State Standing Committee on State Structure’s meeting held on 28th January. According to the approved resolution the State Great Hural 2020 election will take place on 24th of June 2020 in Mongolia.
The Law on State Great Hural election which is adopted on 20th December 2019 states that the State Great Hural shall set and announce the regular election date before 1st of February of the election year; the polling day of a regular election of the State Great Hural shall be one of the working day in the last half of June of the election year and the polling day of a regular election shall be a public holiday.
During the Parliamentary session the resolution on the use of an automated system in the regular election of the State Great Hural of Mongolia was discussed and approved with 82.9% of the members present at the session. The registration equipment shall be used for voter registration and vote counting equipment “New Image Cast” shall be used for polling, vote counting, and calculating and transmitting the results as approved by the State Great Hural. Then the draft resolution on creating and setting constituencies of the State Great Hural election 2020, number of mandates in constituency, its territory and center was discussed and approved by the session.
As stipulated in the Law on State Great Hural election, 76 members of the State Great Hural shall be elected through the election of the State Great Hural from 76 multi mandate constituencies; constituencies shall be created before 1st of February of the election year. Moreover, the election constituencies shall be created in consideration of the election system, the population size and administrative and territorial units, the size of the territory and the location of aimags (provinces), and districts of the capital city; the administrative units that belongs to the constituency shall be integrated and to be adjacent in terms of border line, aimags and capital city districts shall be merged if the population is less than the average.
In accordance with this principle there are overall 29 constituencies created from which 20 are in aimags (provinces) and 9 are in the capital city.
The numbers of mandates in the constituencies are as follows:
For aimags (provinces): Bulgan, Govi-Altai, Dundgovi-Govisumber, Dornod, Dornogovi, Zavhan, Umnugovi, Sukhbaatar each has 2 mandates; Arkhangai, Bayan-Ulgii, Bayankhongor, Uvurkhangai, Selenge, Tuv, Uvs, Khovd, Khuvsgul, Khentii, Darkhan-Uul, Orkhon aimags each has 3 mandates.
In the capital city: Bagakhangai-Baganuur-Nalaikh district (21st constituency) has 2 mandates;
Sukhbaatar (24th constituency), Chingeltei (25th), Bayangol (26th), Khan-Uul (29th) each has 3 mandates; Bayanzurkh has 5 mandates (22nd -2 mandates and 23rd – 3 mandates), Songino-Khairkhan has 5 mandates (27th -2 mandates; 28th has 3 mandates).
